Founded in 2017, Housing is a Human Right OC (HHROC) is a dynamic coalition, comprised of diverse volunteers, dedicated to ending houselessness in Orange County, CA through the evidence-based implementation of the Housing First model.

In 1948, the United States signed the Universal Declaration of Human Rights (UDHR), recognizing adequate housing as a component of the human right to an adequate standard of living. Housing is the basis of stability and security for an individual or family. The center of our social, emotional and sometimes economic lives, a home should be a sanctuary—a place to live in peace, security and dignity.
Until every homeless individual, including families and children, in Orange County is safely housed in permanent housing with appropriate and adequate wrap around services, HHROC continues to make every effort to provide the much-needed support that the County of Orange, cities and municipalities fail to provide.

VALUES STATEMENT

Housing as a Human Right: We affirm that safe, permanent, affordable, culturally appropriate and adequate housing is not a privilege, it is a fundamental human right for all, regardless of housing status, race, color, sexual orientation, gender identity, ethnicity, national origin, ancestry, genetic information, religion, marital status, age, medical condition, military or veteran status, physical and/or mental disability, and socio-economic status, among others.

Housing is Healthcare: We affirm that stable, culturally appropriate, safe, and adequate housing is a critical ingredient and essential to physical, mental, and spiritual health and well-being.

Equity in Housing: We believe that housing is not a privilege reserved for the wealthy, but a basic right accessible to everyone in our community.

Houselessness is a Crisis: We recognize houselessness as both a human rights violation and a humanitarian crisis that demands immediate action.

Government Responsibility: We hold that it is the duty of all levels of government — federal, state, county, and city—to respect, protect, and fulfill the human right to housing.

Local Accountability: As one of the nation’s wealthiest counties, we believe Orange County has a moral imperative to ensure housing rights for all residents, not just those who can afford escalating market rates.

Poverty is a Crime Against Humanity: We vehemently reject laws and policies that criminalize human beings, including forced displacement, arrest, involuntary incarceration, and court-ordered treatment, as a response to poverty, houselessness, and trying to stay alive while living on the streets throughout Orange County.

We’re Waiting To Help You

HHROC volunteers regularly give voice in support of homeless individuals who are unable to participate at countywide city council meetings, OC Board of Supervisors meetings, and face-to-face meetings with our elected federal, state, and local representatives, service providers and law enforcement. We are also actively collaborating with municipalities in supporting and developing legislation, including the development of bond measures that will help achieve the long-term goal of ending homelessness in Orange County.
