Housing is a Human Right OC (HHROC) is a community-based entity comprised of a coalition of volunteers, often from partnering groups/organizations, working together to promote the Housing First model to achieve safe, supportive, affordable, and permanent housing for unhoused and housing insecure persons in Orange County.

Judge Blocks Fullerton’s Anti RV Camping Law, For Now
Fullerton residents living in their RVs can continue sleeping in them after an Orange County Superior Court judge blocked city leaders from enforcing a rule that blocks anyone from leaving their vehicle on the street without a permit. While the question if the law is constitutional still needs to be decided in court, the new ruling from Judge Ronald Bauer blocks the city from enforcing it until a final decision is made, with a trial currently scheduled for September 2024. The law at issue – approved by city leaders in 2020 – stops anyone from parking an RV on the city’s street without a pre-approved permit that only lasts for 24 hours, and the law also caps visitors and residents at four days per month.

in Permanent Supportive Housing (PSH) found that “the chronically street homeless incur annual costs higher than $439,787 per person, whereas the most costly 10% of those in permanent supportive housing incur annual costs in excess of only $55,332.“

Stigmas Surrounding Homelessness
Homelessness is a major problem nationwide.
More than 160,000 people in California — from all walks of life — experience homelessness on any given night, and a series of systemic and social factors lead them there. People who are couch-surfing or living in an RV are still experiencing homelessness; they do not have a home to call their own.
Protecting Unhoused People
Affordable housing should be the top priority.
In California, renters currently need to earn nearly 3 times the state minimum wage to afford average asking rents, but with 18.2% or approximately 40 million Californians suffering from poverty, those struggling the most cannot bridge the gap.
Housing First
Housing First is an approach to serving people experiencing homelessness that recognizes a homeless person must first be able to access a decent, safe place to live, that does not limit length of stay (permanent housing), before stabilizing, improving health, reducing harmful behaviors, or increasing income.
California is a Housing First State
In 2016, California adopted Housing First statewide. As a result, California now requires any state‐funded homeless program to abide by the principles of Housing First, including allowing tenants to stay housed regardless of substance use.
