In 1948, the United States signed the Universal Declaration of Human Rights (UDHR), recognizing adequate housing as a component of the human right to an adequate standard of living. Housing is the basis of stability and security for an individual or family. The center of our social, emotional and sometimes economic lives, a home should be a sanctuary—a place to live in peace, security and dignity.
Until every homeless individual, including families and children, in Orange County is safely housed in permanent housing with appropriate and adequate wrap around services, HHROC continues to make every effort to provide the much-needed support that the County of Orange, cities and municipalities fail to provide.

We’re Waiting To Help You

HHROC volunteers regularly give voice in support of homeless individuals who are unable to participate at countywide city council meetings, OC Board of Supervisors meetings, and face-to-face meetings with our elected federal, state, and local representatives, service providers and law enforcement. We are also actively collaborating with municipalities in supporting and developing legislation, including the development of bond measures that will help achieve the long-term goal of ending homelessness in Orange County.
